Dr. Miller is a healthcare subject matter expert with significant communications, facilitation, and project management experience. For more than 25 years Dr. Miller has been supporting the development, reimbursement and appropriate use of medical innovations. He started HealthPolCom Consulting in 2000, and his clients included Amgen, the Center for Medical Technology Policy, Endo, Feinstein Kean Healthcare, GE healthymagination, Health Policy Solutions, Johnson & Johnson, Monitor, National Governors Association, NEHI, OnDeck Biotech, Pfizer, and PhRMA.
As a consultant and recognized expert about healthcare quality improvement, the clinical and economic value of medical advances, and the interactions across the healthcare delivery, financing, and research systems, Dr. Miller has spoken across the country to community, professional and industry groups, been quoted by media outlets, and written extensively on these topics. Based upon his experiences conveying complex qualitative and quantitative healthcare issues to a wide variety of stakeholders, Dr. Miller created a communications training program for healthcare industry employees, and wrote the “Drug Pricing Principles” chapter in The Entrepreneur’s Guide to a Biotech Startup. He has also been writing a blog since 2008, is working on a book about making health reform work, and is a member of Breakaway Policy Strategies’ Medical Advisory Board. In October 2008, for his broad range of work to improve the quality of health care, he received an Rx for Excellence Leaders in Quality Award from the Massachusetts Medical Law Report. Before establishing HealthPolCom, Dr. Miller was Director of Federal Relations for Pfizer, Legislative Assistant and Health Policy Adviser for Congressman Sander Levin (D-MI), Director of Facilitation & Education at Medical Alliances, Medical Officer in the National Institutes of Health’s Office of AIDS Research, and Physician Adviser in the White House’s Office of Management and Budget.
Dr. Miller graduated magna cum laude from Williams College with a B.A. in chemistry, received his M.D. from the Yale University School of Medicine, completed his PGY-1 general surgery residency year in Burlington VT, and spent a year as a Research Fellow and Instructor in the University of Rochester’s Orthopedic Department. He was then selected by the American Association for the Advancement of Science (AAAS) as their first Executive Branch Science Policy Fellow. During the Fellowship year, he worked in the White House’s Office of Management and Budget.
In a volunteer capacity, Dr. Miller’s has worked in Bread for the City’s free medical clinic in Washington DC, served on their Board of Directors from 1996-2004, chaired their Fundraising Committee from 1997-2002, coached the CEO for major speaking engagements, and is currently assisting with their strategic planning activities.
